Recreational scuba diving in the Enchanted River is heavily regulated and often restricted. The river's underwater cave system has claimed lives, and local authorities periodically close diving access. When permitted, only experienced divers with advanced certification should attempt the open-water portion above the cave entrance. Entering the cave system itself requires full cave diving certification and permits. Several exploration teams have mapped passages descending beyond 80 metres, and the full extent of the cave system remains unknown. Always check current regulations with local authorities before planning a dive.

The Enchanted River's intense blue colour results from its depth and the clarity of the spring water emerging from the limestone cave system below. The river mouth is a cenote-like feature where fresh water rises from deep underground channels, meeting salt water from the nearby sea. The water contains very few suspended particles, allowing light to penetrate deeply. Blue wavelengths scatter and reflect back to the observer while other colours are absorbed, producing the vivid cobalt blue that gives the site its reputation. The effect is most intense during midday when sunlight enters the water vertically.

The Enchanted River is located near the town of Hinatuan in Surigao del Sur province on Mindanao. The nearest airport is Butuan, approximately four hours by road. From Cebu or Davao, buses run to Surigao City, from where jeepneys and vans continue south to Hinatuan. The road journey from major cities is long but scenic. Some dive operators in southern Mindanao offer guided trips that include the Enchanted River as part of multi-day itineraries covering the Surigao coastline. Basic accommodation is available in Hinatuan town.
