Most local dive operators hold standing permits and include the park entry fee in their dive packages. The number of divers per site per day is limited to minimize environmental impact. Al Hoceima is one of the last refuges of the critically endangered Mediterranean monk seal, with an estimated 15 to 20 individuals using the park's sea caves for resting and pupping. Sightings during dives are rare but do occur, particularly at quieter sites early in the morning. The park strictly prohibits approaching seal caves, and divers must maintain a respectful distance if an animal is encountered in open water.
