Al Hoceima National Park on Morocco's central Rif coastline is one of the Mediterranean's best-kept diving secrets. Established in 2004 as the country's first marine national park, it protects a wild stretch of volcanic coastline where the mountains of the Rif plunge directly into the sea. Above the waterline, osprey circle over rust-coloured cliffs. Below it, a rich ecosystem thrives in the absence of commercial fishing pressure. I dropped into clear water off a nameless headland on the park's western boundary and found myself gliding over a seabed of dark volcanic rock, its surface encrusted with orange and purple sponges. The topography was dramatic: arches formed by ancient lava tubes, low tunnels with light streaming through from the other side, and deep crevices where moray eels coiled in pairs. A dusky grouper of impressive size materialised from behind a boulder, and further along the reef I counted three more, each occupying its own territory with the proprietary air of a creature undisturbed for years. The volcanic substrate gives way in places to expansive Posidonia seagrass meadows that stretch across sandy flats. These underwater prairies serve as nurseries for juvenile fish and hunting grounds for octopuses that stalk between the fronds. I watched one change texture and colour in seconds as it crossed from sand to rock, a mesmerising display of camouflage. Schools of dentex and sea bream hung in the water column above the grass, their silver bodies flickering. During the surface interval, our boat captain pointed to a distant cove and mentioned that monk seals had been seen there the previous week. Though I did not encounter one underwater, knowing that these critically endangered animals still use these caves adds an almost reverential quality to every dive. Bottlenose dolphins accompanied the boat on the return trip, bow-riding for several minutes. Al Hoceima delivers raw, unspoiled Mediterranean diving with a wild North African edge that no other destination in the region can match.

How do I reach Al Hoceima Marine Park?
Al Hoceima has a small airport (Cherif Al Idrissi) with domestic flights from Casablanca. Alternatively, fly to Nador's El Aroui Airport about 150 kilometres east and drive along the coastal road. The park stretches along the coast west of the city, and dive operators in Al Hoceima harbour can reach the main sites within 15 to 30 minutes by boat.
Do I need special permits to dive in the marine park?
Yes, diving within the national park boundaries requires authorization from the park management office. Most local dive operators hold standing permits and include the park entry fee in their dive packages. The number of divers per site per day is limited to minimize environmental impact. Contact the dive centre at least a few days in advance during the July-August peak season.
Is it really possible to see monk seals here?
Al Hoceima is one of the last refuges of the critically endangered Mediterranean monk seal, with an estimated 15 to 20 individuals using the park's sea caves for resting and pupping. Sightings during dives are rare but do occur, particularly at quieter sites early in the morning. The park strictly prohibits approaching seal caves, and divers must maintain a respectful distance if an animal is encountered in open water.
